Hi Perry,
This is probably one of those situations that is the reason the FCC requires
that each amateur operator have his or her own copy of the Part 97
regulations. Copies are available from the FCC on line, and the ARRL...FCC
Rulebook 13th edition.
Linking and controling repeaters are specific types of operations, checking
regulations under repeater linking, may have have uncovered 97:205(b), and
precluded the problem. I usually advise operators to check the regulations
before doing any operations that are other than routine.
I suggest KB8ENC might try 146.400-146.580Mhz or 147.420-147.570Mhz.
